COMMUNITY TEAMWORK, INC is a private, non-private corporation established in 1965 as a Community Action Agency as part of the war on poverty. It is governed by a board of directors of 24 members from the Greater Lowell Communities, one-third of whom nust be representives of the low-income population and one-third must be representatives of the public sector. The Agency operates programs for low-income people in areas such as child care, education, housing assistance, energy assistance, elderly volunteers, nutrition and food production. The Mission of Community Teamwork, Inc. is to assist low-income people to become self-sufficient, to alleviate the effects of poverty, and to assist low-income people to participate in the decisions that affect their lives.
CTI has several subsidiary corporations including Merrimack Valley Housing Services, Inc., Common Ground Development Corp., and Community Housing, Inc. that acquire and/or own property for use in CTI programs or create and maintain affordable housing opportunities for its clients. CTI provides the management, accounting and maintenance services for these subsidiary corporations.
Merrimack Valley Apartments is a 60 unit 202 Elderly Housing complex managed by Peabody Properties, Inc. on behalf of Merrimack Valley Housing Services (MVHS), a CTI subsidiary.
This well maintained apartment complex in Methuen, Massachusetts has an on-site Property Manager and a maintenance supervisor. The units are bright and clean and all meet handicapped accessibility regulations.
The residents of Merrimack Valley Apartments participate in regularly scheduled resident meetings and two tenants serve as representatives on MVHS Board of Directors. Case management and other services are provided to residents. The residents also enjoy coffee hours and social functions in the spacious community room that is available for parties or special occasions.

Community Housing, Inc. (CHI) CHI’s mission is focused on the preservation of affordable housing. It assists with the resale of deed restricted properties in order to keep them affordable, and markets the properties developed by CGDC for either sale or rental.
